Economy should diversify – Manuel

But that is up to the entrepreneurs.

JOHANNESBURG (Reuters) - South Africa's economy needs to create entrepreneurs so it can lessen its dependence on commodities, said Finance Minister Trevor Manuel on Wednesday.

"We must diversify. But that is up to the entrepreneurs. Unfortunately governments are bad at producing entrepreneurs," Manuel told black business professionals at an event organised by the ruling ANC.

He said South Africa, which has the largest platinum deposits had "not progressed much" beyond commodity exports.

Thousand of jobs in the mining industry are on the line as a downturn in the global economy has slashed demand for South African metal exports and as prices have declined.

Manuel did not answer a question about whether the government had concrete plans to help struggling companies due to the international downturn.

The government had previously said it would use state-owned development financial institutions to help sectors battered by the global downturn.

In his budget speech in February, Manuel committed about 780 billion rand in infrastructure spending to help boost the economy, shifting the budget to a deficit for the first time in three years.

When asked about the deficit he said: "It's not the size that matters... you can run it up (but) that does not help anybody. You are impoverishing this generation and the coming generation."

Manuel spoke to the black professionals as part of the ANC's election campaign ahead of national elections on April 22.

It is not that simple
A business does not operate in a vacuum. It depends on services from other businesses in the country as well as government. We may have favorable taxes for startups (actually, not that favorable), but when the quality of service from your providers . .more

If you want entrepreneurs, get rid of regulators
Mr. Manual has done more than most in government to introduce reams of debilitating regulation and incompetent regulators that are killing enterprise creation and sending entrepreneurs abroad. Bit late to wake up to your "unintended consquences" . .more

IP laws
South Africas daft IP developed in SA stays in SA and subject to SA tax, just encourages the innovators to innovate elsewhere. You want innovation? Stop taxing the bejeebers out of us.

Who wants to set up in SA?
It has taken me a 3.5 year process that is almost complete now to move my business OUT of SA. There are way too many restrictions, red tape, taxes and high cost of borrowing to warrant continuing trading here.

Entrepreneurs?
Hobbled by terrible rail, telecoms, paying off SAA, growing BEE tax. Dude, the entrepreneurs are moving overseas. Except for those who are thinking about it. All you'll be left with are employees and unions.
